Health clubs that demand membership cancellations by certified mail or in person. Cable subscriptions that require lengthy calls to customer service, where representatives aggressively dissuade from cancellation.
Federal regulators say they receive around 70 complaints a day about charges for subscriptions that are either arduous to cancel or that people didn't realize they accepted in the first place.
Now, a new U.S. rule will require retailers, gyms and other businesses to make canceling subscriptions as easy as enrolling in them, and to make the subscription process more transparent.
The Federal Trade Commission on Wednesday released a final rule called "click to cancel," which says online subscriptions should require the same number of clicks to end as they do to sign up, and in-person signups should have an option to cancel online or over the phone.
The new rule also directs companies to give people a clearer idea of the exact terms before they sign up, so they don't feel "tricked or trapped into subscriptions," as FTC Chair Lina Khan has told NPR.

The Biden administration is proposing a rule that would expand access to contraceptive products, including making over-the-counter birth control and condoms free for the first time for women of reproductive age who have private health insurance.
Under the proposal by the U.S. Department of Health and Human Services (HHS), Labor Department, and Treasury Department, which was announced by the administration on Monday, health insurance companies would be required to cover all recommended over-the-counter contraception products, such as condoms, spermicide and emergency contraception, without a prescription and at no cost, according to senior administration officials.
It would also require private health insurance providers to notify recipients about the covered over-the-counter products.
The proposed rule comes as the Biden administration seeks to expand access to contraceptives and as other reproductive health, including access to abortion, has become a central issue in the 2024 presidential election campaign. Republican-led states have restricted access to abortion since the Supreme Court overturned Roe v. Wade in 2022. About half of states now ban or severely restrict abortion, which has coincided with steep declines in prescriptions for birth control and emergency contraception in those states.

The Biden administration's efforts to erase student debt for the 46 million Americans who are carrying college loans have repeatedly hit legal roadblocks. Now, the Department of Education is rolling out a new plan that could provide debt relief to 8 million borrowers who are suffering from financial hardships.
The new plan, unveiled Friday, would provide loan relief for approximately 8 million people with student loans who are suffering financial distress caused by other debts, ranging from medical expenses to costs due to a natural disaster. The Education Department said the proposed rules will be published in the Federal Register in the next few weeks, and that it expects to finalize the regulations in 2025.
President Joe Biden made delivering debt relief to people with student loans a key policy issue of his 2020 campaign, but Republican-led states have sued to block many of those efforts, while the Supreme Court in 2023 ruled 6-3 against his plan to erase up to $20,000 in debt for millions of borrowers.
At the same time, Americans are holding more than $1.7 trillion in student loans, a debt load that has impaired their ability to save or buy a home, among other issues.
"For far too long, our student loan system has made it too difficult for borrowers experiencing hardships, often financial hardships, to access relief," Education Department Miguel Cardona said on a call with reporters. "It's not fair, it's not right and it's not who we are as Americans."

Airlines in the United States are now required to give passengers cash refunds if their flight is significantly delayed or canceled, even if that person does not explicitly ask for a refund.
The Department of Transportation says the final federal rule requiring that airlines dole out refunds — not vouchers — went into effect Monday. The major change is being implemented only a month before the start of what is likely to be a huge holiday travel season.
Transportation Secretary Pete Buttigieg made the announcement on X after he first presented the proposed rule back in April. “Today, our automatic refund rule goes into full effect,” Buttigieg posted. “Passengers deserve to get their money back when an airline owes them—without headaches or haggling.”
The new rule mandates that refunds are automatically processed by an airline if a passenger’s flight is “canceled or significantly changed, and they do not accept the significantly changed flight, rebooking on an alternative flight, or alternative compensation.”
The Department of Transportation says airlines must then refund a passenger within seven business days if they bought a ticket on a credit card and within 20 calendar days if they used another form of payment.

Update, with CNN statement and commentator’s response: CNN says commentator Ryan Girdusky will no longer be welcome on the network after his offensive remark to fellow guest Mehdi Hasan tonight.
“There is zero room for racism or bigotry at CNN or on our air,” the network said in a statement shared by host Abby Phillip tonight.
Earlier tonight on NewsNight with Abby Phillip, Girdusky was ushered off the show during a commercial break after making a crass comment suggesting Hasan was a member of terrorist organization. In a video accompanying CNN’s statement, Philip apologized again for the incident just as she did earlier on her show.
Hasan said that “if you don’t want to be called Nazis, stop doing, stop saying,” but he was interrupted by Girdusky. He noted that Hasan was called an “anti-Semite more than anyone at this table.”
“By you,” Hasan said.
Then, Girdusky denied that he had called him that.
“I am in support of the Palestinians, so I am used to it,” Hasan said.
“I hope your beeper doesn’t go off,” Girdusky replied. That was a reference to the exploding beepers of Hezbollah members, although Girdusky mentioned Hamas when the discussion devolved into crosstalk.
“Did you guest just say I should be killed on live TV?” Hasan asked Phillip.
Phillip told Girdusky, “That is completely out of pocket. You know that.”
“I apologize,” Girdusky said.

“We saw it last night … the man holds a big rally at Madison Square Garden, and the warmup speakers were saying the most — were trotting out and peddling the most racist, sexist, bigoted stereotypes,” Obama said Monday, referencing comments made by comedian Tony Hinchcliffe, who spoke at the rally.

Coca-Cola and Pepsi, two of the world’s top plastic polluters, just got slapped with a lawsuit alleging exaggerated recycling claims and downplayed health effects
In a lawsuit filed Wednesday, the county alleged PepsiCo and Coca-Cola companies have misled the public about the recyclability of their plastic bottles and downplayed the negative environmental and health impacts of plastic disposal.
Related Video
“Coke and Pepsi need to stop the deception and take responsibility for the plastic pollution problems your products are causing,” LA County supervisor Lindsey Horvath said in a statement. “Los Angeles County will continue to address the serious environmental impacts caused by companies engaging in misleading and unfair business practices.”
Coca-Cola owns brands like Dasani, Fanta, Sprite, Vitamin Water, and Smartwater, while PepsiCo owns Gatorade, Aquafina, Mountain Dew, and more. The two companies have been ranked as the world’s top plastic polluters for five consecutive years, and Coca-Cola has taken the number one spot for six years, according to global environmental group Break Free From Plastic.
PepsiCo produces approximately 2.5 million metric tons of plastic and Coca-Cola produces approximately 3.224 million metric tons of plastic annually, according to Break Free from Plastic.
A European Union consumer protection group and environmental organizations filed a legal complaint against Coca-Cola, Nestle, and Danone last November, accusing them of being misleading when representing packaging as 100% recycled or 100% recyclable.
The LA lawsuit said Coca-Cola and PepsiCo have employed “disinformation campaigns” for consumers to purchase single-use plastic, believing them to be recyclable and less harmful to the environment.
It alleged that both companies promised to create a “circular economy” for its bottles, in which plastic bottles can be recycled and reused an endless number of times, while in reality plastic bottles can only be recycled once, if at all.
The American Beverage Association, which PepsiCo and Coca-Cola are a part of, denied the lawsuit’s accusations about their plastic bottle recycling labels.
“The allegation that our packaging is not and will not be recycled is simply not true,” the group’s spokesperson William Dermody said in a statement.
Dermody said California had a 71% bottle recycling rate in 2023, one of the highest in the country, and that their bottles are “designed to be recycled and remade and can include up to 100% recycled plastic.”
In 2022 alone, an estimated 121,324 to 179,656 tons of plastic waste leaked into the land and ocean in California, and plastics make up seven of the top 10 litter products found on beaches, the lawsuit states.
A big part of the problem is microplastics.
Plastics that have leaked into the environment eventually disintegrate into tiny pieces of plastic measuring five millimeters or less. They can affect soil and plant growth, marine and fish life, and are nearly impossible to remove from the environment, the lawsuit states.
Some Australian researchers, on behalf of the World Wildlife Fund, calculated in 2019 that many people each week consume roughly 5 grams of plastic from common food and beverages, and microplastics have been found in body tissues and organs. Though research is still limited overall, there are growing concerns that microplastics in the body could potentially be linked to heart disease, Alzheimer’s and dementia, and other problems.
The lawsuit is seeking a court order to stop the companies’ “unfair and deceptive business practices” as well as restitution for consumers and civil penalties of up to $2,500 per violation.
In February 2020, environmental nonprofit Earth Island Institute filed a lawsuit in California asking for damages and an order for Coca-Cola, PepsiCo, Nestle USA, Procter & Gamble and six other companies to clean up the plastic waste they should be held responsible for.
New York state also sued PepsiCo last November for its role in creating the plastic waste that littering the Buffalo River, which empties into Lake Erie and supplies the city of Buffalo’s drinking water. A judge dismissed the case Thursday, stating in a court filing that there was no “failure to warn” the public on plastic-related dangers and that there was no cause of action to punish the companies for the actions of a third party — people who litter.

Hold Coca-Cola and PepsiCo Accountable for Plastic Pollution
We stand with Los Angeles County in demanding accountability from Coca-Cola and PepsiCo for misleading the public about the recyclability of their plastic bottles and downplaying the harmful environmental and health impacts of plastic waste. As two of the world’s top plastic polluters, their “disinformation campaigns” have perpetuated plastic pollution, affecting marine life, human health, and ecosystems.
Every year, millions of tons of plastic produced by these companies end up in our oceans and land, breaking down into dangerous microplastics that are impossible to remove and have been found in body tissues and organs, posing potential health risks.
We urge the courts to put an end to Coca-Cola and PepsiCo’s deceptive business practices and call on these corporations to take full responsibility for the waste their products create.

With only two days remaining until Election Day, Vice President Kamala Harris swapped out her usual Democrat blue signage for Michigan State University's green and white.
Harris, the Democratic presidential nominee, delivered a stump speech on Sunday evening to a nearly at-capacity crowd inside Jenison Field House on MSU’s campus. In a 30-minute speech, Harris promised to end the Israel-Hamas war and defend reproductive rights while selling students on her "fight for freedom."
Lt. Gov. Garlin Gilchrist II, U.S. Senate candidate Elissa Slotkin and U.S. House candidate Curtis Hertel also delivered remarks at the event. Slotkin in particular emphasized the importance of college students’ votes in this cycle and apologized for the "toxic and polarized and angry" era of politics students find themselves in.
"I’m sorry that you grew up with this," Slotkin said. "But your generation has shown over and over again that you’re not going to sit on the sidelines and let this crap happen in your county."

In recent weeks, reaching voters on college campuses has become a key goal for the Harris campaign, particularly in Michigan where she and Donald Trump remain neck and neck in recent polls. Earlier this week, Harris and her running mate, Minnesota Gov. Tim Walz, rallied in Ann Arbor, just outside of the central campus of the University of Michigan.
After a thunderous entrance to Beyoncé’s "Freedom," Harris immediately delved into the Israel-Hamas war, delivering a series of promises that attempted to appease Pro-Israel and Pro-Palestinian supporters.
"As president, I will do everything in my power to end the war in Gaza," Harris said. "To bring home the hostages, end the suffering in Gaza, ensure Israel is secure and ensure the Palestinian people can realize their right to dignity, freedom, security and self determination."
The war has been one of Harris’ toughest issues, particularly in Michigan where over 100,000 people voted Uncommitted in the Democratic primary to protest the administration’s support for Israel. At MSU, campus activists have been calling on the administration to divest from Israel for over a year, efforts that came to a head when five activists were arrested at a recent board meeting.
Harris also promised to sign a bill restoring abortion rights nationwide, which the crowd responded to with chants of "we’re not going back," which has become one of the campaign’s most salient slogans.

Although Harris’ stances on abortion rights and climate change played well for the young audience, Harris also marketed herself to a national audience with promises to cut taxes for the middle class and flexed her former position as California’s "top law enforcement officer."
Beyond policy promises, Harris also sought to characterize her potential administration as pragmatic and open to a variety of viewpoints. In highlighting this pragmatism, Harris juxtaposed herself with Trump, who her campaign has criticized for surrounding himself with "yes-men."
"I don’t believe people who disagree with me are the enemy," Harris said. "In fact, I’ll give them a seat at the table because that’s what strong leaders do."

Harris offers Americans a chance to turn the page on Trump era on election eve – without mentioning his name
Her message has been consistent, but Kamala Harris has in the closing days of the presidential race dropped two notable words from her stump speech: Donald Trump.
The former president’s name was again absent from the vice president’s speeches on Monday night in Philadelphia and Pittsburgh, where she promised voters a clean break from the discord of the Trump era in American politics.
“We have an opportunity in this election to finally turn the page on a decade of politics that has been driven by fear and division,” Harris said in her campaign finale. “We are done with that. We’re done. We’re exhausted with it.”
The vice president had herself seemingly tired of discussing Trump – a stark rhetorical pivot for a candidate who in previous versions of her stump speech had said “Donald Trump” so often that his campaign made a compilation video they screened at his own rallies.

It’s Election Day in America
In the final speeches of her short but dramatic, 107-day campaign, Harris again offered voters the promise of a kinder, more compassionate country. Trump’s “enemies list,” she insisted, was poised to be supplanted by her “to-do list.” Speaking from the “Rocky” steps in front of the Philadelphia Museum of Art, she ticked off policy proposals, headlined by an ambitious plan to expand home health care for seniors, and gave a neatly polished review of her biography, but mostly focused on vibes.
Bad ones, in particular, that she promised to excise.
“America is ready for a fresh start,” Harris said. “Ready for a new way forward where we see our fellow American, not as an enemy, but as a neighbor.”
The promise of a “new generation of leadership” has been threaded throughout her campaign, usually implied but, as Election Day neared, delivered in increasingly explicit terms. Supporters gathered earlier in the night at the Carrie Blast Furnaces, a former home to US Steel, sounded ready to take her up on the offer. It was one of the driving forces of her convention speech this summer in Chicago and at the Ellipse in Washington, DC, last week, where she delivered one of about a dozen closing arguments – most of them in battleground states – in the final throes of the campaign.
“It can be easy to forget a simple truth,” Harris said in Washington. “It doesn’t have to be this way.”
The way it is, she said in Pittsburgh, is not so good.
“So much about these last several years has been about trying to make people point their fingers at each other,” Harris said in Pittsburgh, “to have Americans point their fingers at each other, to try and make people feel alone or feel small.”
President Joe Biden’s name was, like Trump’s, missing from Harris’ speeches. But her point was clear enough. Even after four years out of the Oval Office, Trump’s capture of the American political narrative – and tone – remains firmly in place.
The alternative, she argued on Monday and throughout the campaign, was within reach. “The promise of America,” Harris said, had brought her to this moment and, addressing women, formed a generation “who refuse to accept a future without reproductive freedom.”
“I see it,” she added, “in Republicans who have never voted for a Democrat before, but who put the Constitution of the United States above party.”
Harris’ speech in Philadelphia, where she was introduced by Oprah Winfrey, concluded a virtual mega-rally with live video from campaign events across seven battleground states airing during breaks in the program. The celebrity support, though, was concentrated in must-win Pennsylvania’s biggest city.
Ricky Martin performed, as did The Roots and Lady Gaga, who sang “God Bless America” to start and ended the rally with her 2011 hit, “The Edge of Glory.”
Pennsylvania Gov. Josh Shapiro and Philadelphia Mayor Cherelle Parker also addressed a crowd that watched Gov. Tim Walz, the vice presidential nominee, follow Gov. Gretchen Whitmer in Detroit, where he delivered a pointed message to male voters.
“I want you to think about the women in your life that you love,” he said. “Their lives are at stake in this election.”
Winfrey, in Philadelphia, described a similarly dire outcome if Trump prevailed on Tuesday.
“If we don’t show up tomorrow,” she said, “it is entirely possible that we will not have the opportunity to ever cast a ballot again.”

Kamala Harris Offers a Vision of Unity and Progress on Election Eve
In the final moments before Election Day, Vice President Kamala Harris delivered an empowering message of hope and renewal to Americans eager for a change from the discord of the past decade. At campaign stops in Philadelphia and Pittsburgh, Harris urged voters to seize this moment to “turn the page” on an era marked by division and fear, without once mentioning Donald Trump’s name.
“We have an opportunity in this election to finally turn the page on a decade of politics that has been driven by fear and division,” Harris told a crowd on Monday night. “We’re done with that. We’re exhausted with it.”
Her speeches, stripped of her previous references to the former president, marked a stark shift in tone as she chose to focus instead on a positive vision for the future. She presented her “to-do list” as an antidote to the divisiveness she claimed Trump’s administration left behind. Addressing a gathering at Philadelphia’s iconic Rocky steps, Harris outlined policy plans aimed at expanding home health care for seniors and enhancing the country’s social fabric—policies that promise tangible benefits to millions of Americans.
“America is ready for a fresh start,” she declared. “Ready for a new way forward where we see our fellow American, not as an enemy, but as a neighbor.”
Harris’s campaign for a “new generation of leadership” has resonated throughout her journey to Election Day. From convention halls in Chicago to rallies in Washington, DC, and now battleground states, she has emphasized her vision of unity and compassion. Her message centers on the simple yet profound truth: “It doesn’t have to be this way.”
The crowd in Pittsburgh responded to Harris’s appeal for change, recognizing that recent years of political turbulence have left many feeling isolated and disheartened. Harris’s promise to move past the “finger-pointing” rhetoric that has divided Americans brought her supporters a renewed sense of hope.
Though Harris refrained from mentioning either Trump or President Joe Biden by name, her message was clear: she envisions a future where unity, empathy, and collaboration replace animosity and partisanship. Harris acknowledged that many Republicans were putting country over party, standing for a future with reproductive freedoms and a government committed to all Americans’ rights.
In a grand finale rally in Philadelphia, Harris was joined by high-profile supporters including Oprah Winfrey, who implored the crowd to consider the consequences of their vote. Ricky Martin, The Roots, and Lady Gaga also lent their voices to a powerful call for unity, urging Pennsylvanians and Americans alike to make their voices heard.
“Think about the women in your life that you love,” urged Vice Presidential nominee Gov. Tim Walz in Detroit, speaking directly to male voters. “Their lives are at stake in this election.”
With Harris’s focus on unity, policy, and compassion, her campaign’s final hours were a reminder of what’s at stake in this election. As she called for a “fresh start,” Harris showed Americans that a future centered on hope, justice, and collaboration is within reach.
Now, as Election Day arrives, Harris’s message resonates across the country: the power to shape America’s future lies in the hands of the voters.

Harrison Ford has endorsed Kamala Harris and Tim Walz. In a pair of clips, he explained why, after “voting for 64 years,” he has decided to tell “people I’ve never met who I’m voting for and why” for this election.
It is the first time he’s ever endorsed a president in that time, he says. In one clip, he explains that while he doesn’t agree with every single policy, he says: “These two people believe in the rule of law. They believe in science. They believe that when you govern, you do so for all Americans, they believe that we are in this together. These are ideas I believe in. These are people I can get behind.”
Meanwhile, he says of Trump, “He spent four years turning us against each other while embracing dictators and tyrants around the world. That’s not who we are. We don’t need to make America great again. Come on. We are great. All we need is to work together again. All we need is a president who works for all of us again.”
In a second video, Ford addresses how even former members of Trump’s administration are not voting for him. “When dozens of former members of the Trump administration are sounding alarms, saying, ‘For God’s sake, don’t do this again’ — you have to pay attention. They’re telling us something important.” He points out that for many of them, it will be the first time they’ve not voted Republican, “because they know this really matters,” he says.
“Kamala Harris will protect your right to disagree with her about policies or ideas,” he continues. “And then, as we have done for centuries, we’ll debate them, we’ll work on them together, and we’ll move forward.
“The other guy, he demands unquestioning loyalty, says he wants revenge. I’m Harrison Ford. I’ve got one vote, same as anyone else, and I’m going to use it to move forward. I’m going to vote for Kamala Harris.”

Voters approve most abortion-rights measures in flurry of ballot initiatives
Voters backed the right to an abortion in at least six of the 10 states where the question was on the ballot Tuesday, providing a vivid illustration of the issue’s political potency more than two years after the U.S. Supreme Court struck down Roe v. Wade.
The results in solid-blue Colorado, Maryland and New York were no surprise. But abortion-rights supporters also triumphed in Missouri and were leading in Montana — both states that former President Donald Trump won handily. And they won in Arizona and Nevada, heavily contested swing states.
Voters defeated an abortion-rights measure in South Dakota, but the major reproductive rights groups did not back that proposal, viewing it as too weak. In Nebraska, voters approved a ban on abortion beyond the first three months of pregnancy, canceling out a conflicting measure that would have allowed abortion until fetal viability.
Meanwhile in Florida, an abortion-rights amendment garnered about 57% of the vote but fell short of the supermajority, 60%, needed for passage.
“The thing to look at is the number, which is that 57% of Floridians voted in favor of restoring abortion rights,” said Kelly Hall, executive director of the nonprofit Fairness Project, which supported the abortion rights measures in Florida and four other states. “In any other state, in any other context, that would count as a win.”
She noted that supporters won a large majority despite strong opposition from Republican Gov. Ron DeSantis, who directed state resources to fight the measure. Hall vowed that “this conversation about abortion in Florida is far from over.”
The nation’s abortion-rights measures got much of the attention, but voters in 41 states considered a total of 146 ballot initiatives Tuesday, weighing in on marijuana, minimum wages, crime, universal basic income, school vouchers, rent control, redistricting, greenhouse gas emissions and a host of other issues.
In addition, 11 states had governors’ races and in 44 states, voters chose state lawmakers to serve in 87 of the nation’s 99 legislative chambers.
Heading into the election, there were 40 states where one party controlled the governor’s office and both chambers of the legislature, a so-called trifecta. That left 10 states with divided government — the fewest since 1952, according to the National Conference of State Legislatures, a national research nonprofit serving state lawmakers, which began tracking the number in 1938.
Split control forces lawmakers to work across the aisle, whereas complete control by one party can empower its most extreme members, political scientists say.
It’s too early to say what the final party breakdown will be among state legislative chambers. However, in the days leading up to the election, political observers estimated that Democrats had a chance of seizing control of one or both legislative chambers in Alaska, Arizona, New Hampshire and Wisconsin. Republicans were close to flipping chambers in Michigan, Minnesota and Pennsylvania.
In addition, Democrats were hoping to dismantle Republican supermajorities in Kansas, Kentucky and North Carolina, which have allowed the GOP to override the vetoes of Democratic governors in those states. But Republicans preserved their veto-proof margins in Kansas and Kentucky, while the outcome is still unclear in North Carolina.
Until Tuesday night, abortion rights measures had racked up a perfect record of success since the U.S. Supreme Court ruled in June 2022 that there was no federal constitutional right to an abortion. In the 2022 midterm election, voters in six states — including conservative Kansas, Kentucky and Montana — endorsed abortion rights when presented with abortion-related ballot questions.
The measure Montana voters considered in 2022 could have penalized health providers who didn’t offer lifesaving care to all infants born prematurely or after an attempted abortion. The proposal voters appeared ready to approve Tuesday would enshrine the right to an abortion in the state constitution.
This year, the most contentious abortion fight was in Florida. GOP officials used a state website to discourage support for the amendment, and state police showed up at the homes of people who signed the ballot measure petition to confirm that they actually signed it.
DeSantis, who signed a ban last year on most abortions after six weeks of pregnancy, said state police were investigating possible fraud. Abortion rights advocates blasted the visits as intimidation.
Makenzie Wilfert, 19, described the election as “nerve-wracking” after casting the first vote of her life in Oakland, Florida, on Tuesday. Wilfert said abortion rights were a major issue for her.
“It’s a very big issue affecting many women, and it’s more than just, like, you get pregnant, and you want an abortion,” she said. “It’s affecting women who do want a pregnancy but the baby’s unhealthy, and it’s affecting their health and leads to complications.”
A Florida measure that would have legalized recreational marijuana also won a majority but fell short of the 60% standard needed for passage.
Voters in two other states also considered recreational marijuana measures. North Dakota was on track to reject recreational pot for the third time. South Dakota also seemed poised to defeat a legalization proposal. South Dakota voted in favor of legalization in 2020, but that amendment was struck down by the courts. A second attempt failed in 2022.
In California, voters considered 10 ballot questions. Among other decisions, they approved a measure creating a constitutional right to same-sex marriage; brought back longer prison sentences for some drug and property crimes; and were headed toward giving the state permission to borrow billions to mitigate the threat of climate change.
California’s Proposition 33 — a proposed repeal of the state’s restrictions on local rent control — attracted national attention. Caps on rent increases provide relief to tenants, but many economists say rent control policies exacerbate affordable housing shortages by pumping up rents for uncontrolled units, reducing landlords’ incentive to maintain units, and dampening the creation of new rental housing. Californians defeated the measure, disappointing affordable housing advocates who hoped other states might follow California’s lead.
Three states — Colorado, Kentucky and Nebraska — had school choice questions on the ballot. Voters were asked to decide whether public money should go to support private education. Supporters say the strategy gives parents more control over their kids’ education; critics say it takes money from traditional public schools. Voters in Kentucky and Nebraska voted against the proposals, and the same outcome appeared likely in Colorado.
In Oregon, voters overwhelmingly rejected a proposal to increase the minimum tax on large businesses and send the proceeds to all residents. Interest in basic or universal income programs, under which the government gives money directly to people, has grown in recent years. But critics said the Oregon proposal was poorly designed and would deter other states from starting their own programs.
And in Washington state, voters preserved the state’s cap-and-trade program, which forces polluters to pay for their greenhouse gas emissions and invests the proceeds into clean energy and electrification projects.
“This is nothing short of the most consequential climate vote in the nation this year,” former state Sen. Reuven Carlyle, the Democrat who authored the program, told Stateline. “There’s no question that other states will be deeply reticent to embrace any type of meaningful carbon-related policy if the initiative passes.”
The repeal effort was funded by hedge fund manager Brian Heywood, who blamed the program for high gas prices and energy costs. Climate advocates say global economic factors play a much larger role in the price of gas, evidenced by the fact that Washington gas prices have now dropped below where they stood when the cap-and-trade program launched.
Washington’s program is expected to “link” with carbon markets in California and Quebec. Backers of the program expect that expansion to stabilize prices and create an easier on-ramp for more states to join the coalition. California Gov. Gavin Newsom, a Democrat, visited Seattle last month to urge Washingtonians to preserve the program.
Leaders in New York, which is in the process of establishing its own cap-and-trade program, said they were watching the Washington vote closely.

Democrat Sarah McBride becomes first openly transgender member of US Congress
Democrat Sarah McBride became the first openly transgender person elected to the U.S. House of Representatives, Edison Research projected on Tuesday, winning election to Delaware's at-large seat.
McBride, a 34-year-old state senator, won a competitive primary for Delaware's at-large congressional district, considered safely Democratic, in September.
She became the first openly transgender person to serve as a state senator when she was elected in 2020, first to speak at a U.S. national political party convention in 2016, and first to intern at the White House in 2012, under Democratic former President Barack Obama.
Lawmakers in 37 U.S. states introduced at least 142 bills to restrict gender-affirming healthcare for trans and gender-expansive people in 2023, Reuters reported, nearly three times as many as the previous year.
In Congress, Republicans have pushed anti-trans bills at the national level for years.
McBride grew up in Wilmington, Delaware, and came out in 2011 after years of knowing she was trans.

Three states passed ballot initiatives aimed at protecting same-sex marriage
Voters in three states passed ballot measures that would amend language in their state’s Constitution to protect same-sex marriage.
Same-sex marriage is currently legal in all states and the District of Columbia through the landmark 2015 ruling Obergefell v. Hodges.
But activists, concerned about the power of the Supreme Court after the fall of Roe v. Wade in 2022, have taken proactive measures at the polls this year.
In California, voters weighed in on a measure that would repeal a previous proposition defining marriage as a union between a man and a woman. It would recognize the fundamental right to marry in the Constitution.
Colorado had similar measures on the ballot aimed at removing antiquated language in the state’s Constitution that prohibits same-sex marriage.
And voters in Hawaii passed a measure that would amend the state Constitution to repeal the legislature's authority to "reserve marriage to opposite-sex couples."
Before same-sex marriage became legalized nationally, efforts to legalize the practice popped up in the 1990’s, according to Human Rights Campaign, an LGBTQ advocacy group. But the 2015 ruling struck down same-sex marriage bans in 13 states.

ice President Kamala Harris conceded the 2024 election to Donald Trump on Wednesday afternoon. Speaking from Howard University, her alma mater, Harris directly addressed her young supporters, urging them to stay positive and to “keep fighting” for “the extraordinary promise of the United States of America.”
Harris, whose defeat devastated the millions of people determined to close the chapter on Trump, said her “heart is full today—full of gratitude for the trust you have placed in me, full of love for our country, and full of resolve.” Acknowledging that “the outcome of this election is not what we wanted, not what we fought for, not what we voted for,” she asked supporters to “hear me when I say…the light of America’s promise will always burn bright as long as we never give up and as long as we keep fighting.”
Saying she knows that “folks are feeling and experiencing a range of emotions right now,” Harris nevertheless stressed that “we must accept the results of this election,” which, of course, was not the case for the losing candidate in 2020. The VP said that she “spoke with President-elect Trump” and told him that “we will help him and his team with their transition and that we will engage in a peaceful transfer of power,” because “a fundamental principle of American democracy is that when we lose an election, we accept the results,” and “anyone who seeks the public trust must honor it.”
“At the same time,“ Harris continued, “in our nation we owe loyalty not to a president or party, but to the Constitution of the United States, and loyalty to our conscience and to our god…. While I concede this election, I do not concede the fight that fueled this campaign—the fight for freedom, for opportunity, for fairness and the dignity of all people…. That is a fight I will never give up.”

Hours after former President Donald Trump was declared the winner of the 2024 election, the Biden administration moved Wednesday to limit oil drilling in Alaska’s Arctic National Wildlife Refuge.
Oil drilling had been banned for decades in the Arctic refuge — a pristine natural region in northeast Alaska home to a wide range of threatened species. But a law passed during the first Trump administration required the federal government to hold two lease sales there for fossil fuel drilling. The first was in 2021 and was ultimately suspended and canceled by the Interior Department because of the lack of interest from the oil industry.
The Trump-era law required the second lease sale to be held before the end of 2024. The Biden administration signaled Wednesday it plans to move forward with a 400,000-acre auction — the lowest acreage it could legally offer.
It’s one of the many ways the White House and administration are trying to protect some of Biden’s biggest accomplishments while president, including his vast portfolio of action on climate change and the environment.

ANWR’s oil reserves are often mentioned by Trump in campaign rallies, as the president-elect has talked about opening parts of Alaska to oil drilling, or “liquid gold,” as Trump frequently calls it. Although President Joe Biden approved the major new Willow oil drilling project on Alaska’s North Slope, his administration has also put in protections for a vast amount of Alaskan wilderness trying to limit drilling in other regions.
Wednesday’s move generated mixed feelings.
“Today’s action by the Biden administration better protects the Arctic Refuge, and for that, we are grateful,” said Kristen Miller, executive director of Alaska Wilderness League. “The fight to save the Arctic Refuge is back, and we are ready for the next four years.”
But some Alaska Native groups said the move would hurt the local economy, which is highly dependent on revenue from drilling.
“It seems that once again the people of the North Slope are being told that our voices and lived experience are insufficient, and that federal laws passed by Congress mean little in the eyes of the Biden administration’s Department of the Interior,” North Slope Borough Mayor Josiah Patkotak said in a statement.

Thank the Biden Administration for Protecting the Arctic Refuge
We applaud the Biden administration’s decision to limit oil drilling in Alaska’s Arctic National Wildlife Refuge. By restricting drilling to the minimum acreage required by law, President Biden has taken a significant step to preserve this fragile ecosystem, which is home to many threatened species and holds deep environmental value.
This move reflects the administration’s commitment to safeguarding our natural resources and addressing climate change, even in the face of challenges. As oil drilling remains a divisive issue, we recognize that balancing economic interests with environmental protection is no easy task. Still, Biden’s choice to protect the Arctic Refuge upholds a vision of conservation and responsibility for future generations.
