Tell Congress: End Trump & Hegseth's Caribbean Murder Spree

The U.S. military keeps illegally killing people in boat strikes. 
 
Now the UN's own legal expert has weighed in. Special Rapporteur Ben Saul reviewed 68 of these attacks, which killed 223 people, and found "reasonable grounds to believe" they amount to crimes against humanity — with no legal basis in self-defense, the laws of war, the law of the sea, or counter-narcotics law. 

The administration calls these people narco-terrorists and calls the strikes self-defense. But nobody has explained why suspected traffickers are being killed by missiles instead of intercepted and arrested. Suspicion of a crime is not a license to kill.

The dead can't be questioned. They can't stand trial. And they can't be cleared if the government got it wrong.

The government's own actions prove lethal force isn't the only option. In August and September 2026, U.S. forces boarded several vessels suspected of supporting narco-trafficking, removed everyone aboard, and handed them to Ecuadorian authorities — then sank the empty boats. No one died.

Congress should demand to know why that model isn't used on the boats being struck instead.

Congress isn't a bystander here. It can cut off funding for more strikes. It can force the Pentagon and Justice Department to testify under oath. It can demand the legal basis for this campaign and investigate the strikes already carried out.

A Senate resolution to stop the strikes failed by just three votes, 48–51, in October 2025. House Democrats introduced a new measure to end the boat strikes on September 2, 2026. This is winnable.
