Government insiders have already been accused of using privileged information to cash in. Iran-related war markets have also raised red flags. And if Congress does not act, the next scandal could involve any government decision that moves money or power. But bets made with secret knowledge aren't the only threat. And rules against insider trading aren't enough. Any nonpublic government information can become a betting edge when public policy is on the table for gamblers. Civil servants, contractors, political staff, military personnel, lobbyists, and well-connected insiders should never be able to profit from information the public does not have. These markets also invite interference. When people can make money from a policy outcome, they have a reason to spread disinformation, pressure officials, threaten reporters, or try to move the decision themselves. Congress must close the loopholes, strengthen enforcement, and stop government secrets and public policy from being used as gambling chips.
