Senate Democrats are asking for something completely reasonable: two separate votes on the remaining spending bills. One vote on DHS/CBP/ICE funding, and one vote on the other five agencies. This would allow Congress to have a real debate about ICE's budget and behavior—including accountability measures and safeguards—without shutting down half the federal government. But Republicans are refusing. They've bundled everything together and are essentially saying: fund ICE with no strings attached, or we shut it all down. Congress has always had the power to attach conditions to agency funding. That's how oversight works. That's how accountability works. A Friday midnight shutdown is now the most likely scenario—and it's entirely avoidable if Republicans simply allow a standalone vote on DHS funding. Tell Congress: Allow a separate vote on DHS/ICE funding. Negotiate accountability measures without holding the entire government hostage.
