Fionnuala Ní Aoláin, the U.N. special rapporteur (SR) on the promotion and protection of human rights and fundamental freedoms while countering terrorism, recently released a scathing new report about the U.S. prison at Guantánamo Bay in Cuba. The report found that the "ongoing cruel, inhuman, and degrading treatment" of prisoners may meet the legal definition of torture. Amnesty International secretary general Agnès Callamard said the report makes clear "the urgent need for President Biden to finally close the detention facility at the Guantánamo Bay military base, and to end the unlawful practice of indefinite detention without charge or trial."
