Applaud Democrats Demanding Transparency From Susan Collins

Maine Democrats are calling for answers following a ProPublica investigation into allegations involving Sen. Susan Collins, a major campaign donor, and millions of dollars in federal contracts.

The investigation centers on Martin Kao, the former CEO of defense contractor Navatek. Kao pleaded guilty to federal campaign-finance and fraud charges and later told FBI investigators that his company used political contributions in an effort to secure government contracts. ProPublica reports that Kao secretly routed $150,000 from Navatek to a pro-Collins super PAC through a shell company.

According to ProPublica, Kao told investigators that Navatek sought assurances that Collins would know the source of the contribution and that the company would receive additional federal contracts. ProPublica says FBI records and other documents corroborated some elements of Kao’s account, although the allegations did not result in charges against Collins or her campaign.

FBI agents continued examining Kao’s allegations through 2024 and into early 2025, according to ProPublica. The outlet reports that the inquiry ended after personnel changes affected the FBI anti-corruption unit and Justice Department Public Integrity Section handling such investigations.
